Generally speaking, most states limit one’s monthly income to either 100% of the Federal Poverty Level or 100% of Supplemental Security Income / Federal Benefit Rate . In 2022, a state that utilizes 100% of the FPL as the income limit allows a single applicant up to $1,133 / month. States that utilize 100% of SSI limit an individual’s income to $841 / month. There are a limited number of slots available for each waiver, and waiting lists in some states can extend for many months or even years. Many states offer multiple HCBS Medicaid waivers, but not all states have a HCBS waiver for the aging population. Since participant enrollment is capped, meeting the eligibility requirements does not ensure one will immediately receive benefits. For most people, that means round-the-clock access to medical services, plus personal care services like help with dressing, bathing, and going to the bathroom.
